For example, disseminating information on healthcare or politics. Individuals or organizations that wish to use technology to influence people in these categories must first post a bond. The bond would be set at a level proportional to the income/net worth of the poster. The value of the bond would be sufficiently high to deter malicious actions. Posters of information are required to have a registered account, that has been in place for over N months. Citizens harmed by the malicious use of technology can present their case to an arbitration panel. Citizens presenting a successful case would be awarded the bond.
